) part of the Constitution of the Philippines is Article V of the Constitution. This is the section which deals with elections and the election system. Section 1 of Article V prescribes that "The right to vote shall be enjoyed equally by all persons, regardless of race, color, nationality, descent, and place of origin, and without distinction of wealth or income, so that all shall have the opportunity to choose their public representatives". The second part of the same section states that "If the national legislature fails to achieve this high standard, the right to vote shall be enjoyed equally by all regardless of gender and regardless of any other basis of discrimination that the national legislature may choose to adopt". The same Article sets forth several qualifications which an elector must meet to be eligible to vote, such as age (except in certain cases), citizenship, residence, and residence of the mother at the time of birth. In addition to these, Article V of the Constitution sets forth certain qualifications that the candidate for the presidency must meet, such as being at least 25 years of age, qualified elector of the Philippines and residing in the Philippines for at least ten years before the next election. Section 2 of Article V states that "Every person has the right to propose, to serve as candidate of, to be a candidate of, and to be elected to the House of Representatives. He is also entitled to, and to hold office of, and to be elected to, the Senate of the Philippines. The former shall be members of the House and the latter of the Senate, and the term for each shall be for a term of three years. "Section 3 prescribes that the House of Representatives shall choose from among themselves the president, vice president, and other elective officials.
